Dato’ (Dr.) Capt. Jaffar Lamri was born in Batu Pahat, Johor on 27 January 1955. Holder of Master Mariner Class 1 from RMIT University Melbourne (1984), Deck Class 2 & HND Nautical Science from John Moores University Liverpool (1978), Adjunct Professor at Faculty of Nautical Studies, University Malaysia Terengganu and Fellow of IKMAL association.
Has been working and serving the Malaysian maritime industry in the areas of Shipping, port and oil& gas since 1974 while serving in various management and operations positions including;

- Head of Maritime Services Division of PETRONAS Maritime Services
- Chief Operating Officer of PETRONAS Sg Udang Port
- General Manager of Petroleum Industry of Malaysia Mutual Aid Group
- Head of Navigation Safety Division, Marine Department Malaysia
- Head of Malaysian Maritime Rescue Coordinating Centre
- Harbour Master of Perak Marine Department
- Member & Examiner of Malaysian Master & Mates Examination Board
- Senior Officer at MISC Bhd fleets.
- Navigation Officer at Ocean Fleets Ltd UK.
Has been actively involved in various maritime professional bodies, NGOs and committees in leadership and advisory capacities.
