Mr Johan Luijks is a seasoned expert in fire safety, marine chemistry, and emergency response, with a distinguished career spanning over three decades. His journey into the world of safety and emergency response began with his military service. From 1987 to 1989, he served in the Dutch Infantry and Special Forces, where he honed his skills in reconnaissance and leadership, ultimately serving as a staff sergeant with the Green Berets.
Following his military service, Johan transitioned into civilian roles, beginning as a programmer in the late 1980s. His technical skill was evident as he developed applications in dBase, FoxBase, and Access within a DOS environment. However, his passion for safety soon led him to the Maritime Training Centre, where he worked as a safety diver and instructor, specialising in various maritime safety courses such as Helicopter Under Water Escape Training (HUET) and Man Over Board (MOB) training.
In 1996, Johan’s career took a significant turn when he joined the Rotterdam International Safety Centre (RISC), later known as Falck RISC. Over the next decade, he rose through the ranks from a fire and safety instructor to a senior instructor and team leader. His role involved providing comprehensive training across four levels, from basic skills to strategic leadership, catering to municipal fire brigades, chemical and petrochemical industries, and the maritime sector. His expertise was recognised through numerous certifications from prestigious agencies, including OPITO, STCW95, and JOIFF.
Johan’s entrepreneurial spirit led him to establish Offmain Group and Offmain Consultants in 2007, where he serves as the managing partner. Under his leadership, Offmain has become a trusted name in the maritime industry, offering a wide range of services including fire safety training, incident investigation, and the development of safety procedures for maritime companies. His extensive track record includes over 80 casualty responses as a Marine Fire Expert and Chemist, contributing to significant salvage operations worldwide.
In addition to his hands-on roles, Johan has been a sought-after consultant for contingency planning, auditing, and emergency preparedness training. His clients include major global corporations such as SHELL, Exxon Mobil, BP, and Petronas, as well as various municipal fire brigades and maritime organisations. His expertise in crisis management and fire incident command training has been instrumental in enhancing the safety protocols of numerous organisations.

He holds numerous government certificates in fire safety, life support, and incident command, alongside specialised training in hazardous substances, fire investigation, and gas expertise.
