Mohd Nurrul Faiz bin Mohd Taib

Presenter

Mohd Nurrul Faiz bin Mohd Taib is a seasoned maritime professional currently serving as a Senior Marine Officer and Senior Assistant Director at the Malaysia Marine Department under the Ministry of Transport. With over 15 years of experience in the maritime sector, he brings a wealth of expertise in ship registration, maritime safety, international compliance, and marine legislation. 

He holds a Master of Humanities in International Maritime Legislations from the International Maritime Law Institute (IMLI), Malta, where he graduated with distinction and was awarded the prestigious Professor Walter Müller Prize for Best Legal Drafting Project. He is the first and only Malaysian who has won that prestigious award.  

Earlier in his career, Nurrul Faiz served as a Ship Registration Officer and Surveyor, and later as a Lead Auditor for the International Safety Management (ISM) Code. He is actively involved in policy development related to shipping and seafarers’ developments, strategic maritime education, including the STCW and MLC. Currently, he is the Malaysia representative for seafarer and legal related international meetings at the International Maritime Organization (IMO), the International Labour Organization (ILO), and the APEC-Seafarer Excellence Network.  

He has contributed to Malaysia’s role on the global maritime stage, serving as one of the National Internal Reviewer for Malaysia’s IMO Mandatory Audit Scheme (IMSAS) and as Lead Rapporteur in the Cooperative Mechanism of the Malacca and Singapore Straits. His dedication extends beyond his professional duties through his involvement in maritime NGOs and community-based literacy and education programs. He is also the current Secretary of the Central Mercantile Marine Fund of Malaysia.
